Jürgen Ligi, Minister of Finance of the Republic of Estonia
Nicola Muccioli, Chairperson of Moneyval and San Marino FIU Director
Since 2003, Mr. Muccioli has worked with the Moneyval Committee, acting as an evaluator during the last evaluation cycles. He was subsequently elected as a member of the Moneyval Bureau. Afterwards, he was appointed for ten years as one of the two co-chairs of the Working Group on Evaluation (WGE), during which he gained further experience in the assessment process. He has served as Chairperson of Moneyval since January 2024 for a two-year term. In San Marino, Mr. Muccioli served as Vice Director of the San Marino FIU for ten years, and in 2019 he became its Director.
Apolinar Gutiérrez, Senior Specialist at Europol Target Group Sanctions and EU Restrictive Measures
Apolinar Gutiérrez is a law graduate and former practicing lawyer with a solid background in legal and investigative work. He joined the Spanish National Police, where he specialized in economic and financial crime investigations and went on to lead a specialized group dedicated to tackling such crimes.
In 2020, he was seconded to Europol as a National Expert in the Asset Recovery Project, spending three years working on asset recovery at the European level. After a brief return to Spain, he re-joined Europol in March 2025 as a Senior Specialist in the newly established Target Group on Sanctions.
Egert Belitšev, Director General of the Estonian Police and Border Guard Board
As the Director General of the Estonian Police and Border Guard Board, Egert Belitšev leads a team of 4500 people dedicated to ensuring the safety of the people of Estonia. Egert considers public trust and the sense of security to be the key measures of police work. The main tasks of the Police and Border Guard Board are maintaining a strong state border, providing prompt and intelligent assistance, and conducting effective criminal investigations. Egert emphasizes the importance of prevention and cooperation in ensuring security, as well as finding new ways to combat crime. According to him, an open, humane, and smart police force is an integral part of Estonia, where everyone can live, work, and raise a family with confidence.
Astrid Asi, Prosecutor General of Estonia
Astrid Asi has been the Prosecutor General of the Republic of Estonia since April 2, 2025. Prior to that, she served for 13 years as a criminal law judge at the Viru and Harju County Courts, including eight years as the president of the court. She has previously worked as a prosecutor at both the Office of the Prosecutor General and the Northern District Prosecutor’s Office, and has headed the Department of Criminal Law and Procedure at the Ministry of Justice. Astrid Asi holds two master’s degrees in law, including one in IT law. Her career is characterized by extensive experience across different levels of the justice system.
Mikko Värri, Head of FIU Finland
Mikko Värri is the newly appointed Head of the Financial Intelligence Unit in Finland. With nearly 20 years of police experience, he has a strong background in financial crime prevention and anti-money laundering (AML). In addition to his police studies, Mikko has a Master’s degree in Economics and Business Administration. Currently, Mikko is conducting, as an expert assessor in Moneyval assessment team, a mutual evaluation process of Armenia.
Mikko is really passionate about crime analysis, automation and digitalization. Recently, Mikko has been closely involved in forming the overall picture and analysis of fraud in Finland. Outside of work, Mikko enjoys singing, doing various sports, and following both national and international politics.
Hennie Verbeek-Kusters, Head of FIU Netherlands
Hennie Verbeek-Kusters has been the Head of the FIU of the Netherlands since 2008, and in 2010 she also became the Head of FIU of the Caribbean part of the Kingdom of the Netherlands. Under her leadership, the focus of FIU has shifted to greater cooperation with public and private partners in AML/CTF. In recent years, she has led the Egmont Group as Chair. It was the first time a Dutch head of FIU held this position and the first time since its 25th anniversary the Egmont Group had a female chair. As of July 2022, she has stepped down as Chair, but still serves on the Egmont Group as Member of the Egmont Group Secure Web Board and as strategic advisor.
Achieving concrete results in the fight against money laundering, terrorism financing and predicate offences and increasing the professionalism of FIUs are her main drivers in her everyday work.
Toms Platacis, Head of FIU Latvia
Toms Platacis has been Head of FIU Latvia since September 2023, after serving as Deputy Head from 2021 and Acting Head from 2022. He began his FIU career leading the Strategic Analysis and Cooperation Coordination Division, where he played a key role in introducing a public-private partnership mechanism in Latvia’s AML/CFT/CPF system.
His expertise includes international evaluations, having participated in Moneyval and FATF assessments. Additionally, he leads Latvia’s delegation to Moneyval and FATF. Since July 2023, Toms has also held the position of Regional Representative for the Europe I Regional Working Group within the Egmont Group.
Toms has a Master's degree in Law from the University of Latvia and has studied in Ljubljana, Slovenia. He has further enhanced his knowledge at Harvard Kennedy School. In 2021, he obtained the ACAMS CAMS certificate.
His previous professional experience includes working at the Deloitte Legal law firm, where he specialized in financial crime prevention and contributed to several large-scale international projects. In 2023, Toms was recognized as a "Rising AFC Professional of the Year" by ACAMS and was also included in the "Forbes Baltics 30 Under 30" list.
Michael Stellini, Partner at Financial Transparency Advisors
As a partner at Financial Transparency Advisors, Michael Stellini oversees the management and coordination of the firm’s technical assistance projects worldwide. He holds a Doctor of Laws degree and a Master of Arts in Financial Services from the University of Malta.
Michael has extensive experience in AML/CFT, particularly in the context of the FATF standards and methodology. He previously served as Deputy Executive Secretary of Moneyval, where he led and supervised numerous AML/CFT mutual evaluations and provided strategic policy guidance to member jurisdictions. Earlier in his career, he held senior positions at the Financial Intelligence Analysis Unit of Malta, including Senior Legal and International Relations Officer, and worked as a Legal Advisor with an international trust and corporate services group.
Over the years, Michael has led and delivered training and capacity-building programmes for governments, FIUs, and supervisory authorities, as well as for international organisations and assessors involved in FATF evaluations. His expertise lies in the intersection of law, policy, and financial sector governance, with a focus on strengthening countries’ compliance and effectiveness in line with global AML/CFT standards.
Matis Mäeker, Head of the Estonian FIU
Matis Mäeker has been working as an AML expert since 2012. He has developed new supervisory methodologies and led inspection teams, which significantly reduced money laundering risks in the Estonian financial sector. In June 2021, he became the head of the Estonian Financial Intelligence Unit, initially focusing on reducing risks in the virtual asset service provider sector and making a substantial contribution to the country’s positive outcome in the fifth round of the Moneyval evaluation. In 2023, the President of the Republic of Estonia, Alar Karis, awarded Matis the Order of Merit of the White Star, Fourth Class. Matis serves as the Vice-Chair of the Bureau of the Council of Europe’s expert committee Moneyval, is a recognized expert of the Financial Action Task Force, a member of the highest decision-making body of the Egmont Group, and represents Financial Intelligence Units on the Administrative Board of the EU Anti-Money Laundering Authority. He is also the co-author of The AML Compliance Book (2020). Matis Mäeker holds a master’s degree in law.
Laura Aus, Deputy Head of the Estonian FIU
Laura Aus is the Deputy Head of Estonian Financial Intelligence Unit. Her main focus areas are international sanctions, countering terrorist financing and supervision. She is the former Head of International Financial Sanctions and Counter Terrorist Financing Department, and the Lawyer of Anti-Money Laundering Supervision Department of the Estonian Financial Supervision and Resolution Authority.
With a background in law and economics, she has worked in both, public and private sectors. In addition, she has experience in conducting AML/CFT national supervisory activities, developing sanctions compliance framework for financial institutions, and in developing sanctions guidelines. She has also been an assessor for Moneyval and Lead reviewer for FATF ICRG (International Co-operation Review Group).
Dina Spūle, Head of Strategic Development and Communications, FIU Latvia
Dina Spūle is the Head of the Strategic Development and Planning Division at the FIU of Latvia. With over 20 years of experience in AML and criminal justice policy, she has served in senior positions within the Ministry of Justice and the Corruption Prevention and Combating Bureau.
Dina represents Latvia in the Council of Europe’s Moneyval Committee and in the OECD Working Group on Bribery, and has contributed to the evaluation process of Latvia under the Moneyval new round of evaluations by coordinating Latvia’s recent evaluation.
Her recent work focuses on aligning Latvia’s framework for asset confiscation – including non-conviction based mechanisms – with international standards and best practices.
Alexander Mangion, Head of Strategy, Policy and Quality Assurance of FIAU Malta
Alexander Mangion has graduated law and he began his career at a company services provision firm gaining foundational experience in the legal and corporate sectors before transitioning to the Financial Intelligence Analysis Unit (FIAU), where he has been employed since 2012. Over the years, he has held key positions at the FIAU, including managing the Legal & International Relations Section, which played a pivotal role in proposing numerous reforms to strengthen Malta's AML/CFT legal framework. Alexander also played a central role in the national efforts to swiftly reverse Malta's grey listing in 2022. In his current role, Alexander manages the FIAU’s Strategy, Policy & Quality Assurance Section, which led the development and release of the first-ever FIAU Strategy in 2022, marking a significant milestone in the unit's operational and strategic planning. Alexander is a certified Moneyval evaluator for the current 6th Round of Evaluations. He was also seconded to the Moneyval Secretariat for a two-year period during which he contributed to various country evaluations, follow-up reports, and other projects.
Raul Vahtra, Board Member and Head of Anti-Financial Crime Division at Swedbank, former Head of the Estonian FIU 2004-2013
Raul Vahtra spent 26 years in the Estonian Police and Border Guard Board, where he held a variety of key positions. He began as an investigator, focusing on organized crime, murders and homicides, before moving on to lead the Technical Surveillance Unit. In 2004, he was appointed Head of the Estonian FIU. Following this, he spent seven years as Head of Internal Control at the Police and Border Guard Board. Between 2004-2013, he served as a Moneyval expert, contributing to three evaluations. He also acted as a GRECO expert for the Council of Europe in one evaluation. Since 2020, Raul is a Member of the Management Board at Swedbank, where he also leads the Anti-Financial Crime Division.
Rainer Osanik, Head of Fiscal Information and Intelligence Department in the Ministry of Finance
Rainer has been the Head of Fiscal Information and Intelligence Department in the Ministry of Finance for almost 3 years. His department is coordinating the state policies in the fields of auditing, bookkeeping, AML/CTF, and gambling. All in all, he has been working in the government sector for over 11 years, and 17 years in the private sector. He has been teaching fiscal and tax law in various universities for over 10 years and has been involved as external, both tax and AML-expert, to several international EU funded projects.
Evelin Neerot, Head of Connectivity Business Area at Telia
Evelin is the Head of Connectivity at Telia Estonia with over ten years of experience in the telecommunications industry across both consumer and business segments. Her work focuses on developing safe internet solutions and preventing fraud, including scam calls.
Andre Nõmm, Estonian Financial Supervision and Resolution Authority Board Member
Andre Nõmm has been a member of the Management Board of the Estonian FSRA since 2014, as well as a member of the Board of Supervisors of the European Securities and Markets Authority (ESMA). From 2025, he is a member of the supervisory board of the EU Anti-Money Laundering Authority (AMLA). During his many years in the financial sector, he has managed numerous supervisory cases in the public and private sector.
Markko Kard, Deputy Head of the Estonian FIU
Markko Kard is the Deputy Head of the Estonian FIU, responsible for the Operational Analysis Department as well as the Communication and Cooperation Department. As a Moneyval peer review expert, Markko has assessed countries’ effectiveness in anti-money laundering and counter-terrorist financing (AML/CFT) and their compliance with international standards.
Prior to re-joining the Estonian FIU, he was involved in preventing and investigating financial crime, both in public and private sector. Markko Kard has graduated from Estonian Academy of Security Sciences and Stockholm School of Economics in Riga.
Eneli Nõmm, Head of the Estonian FIU Legal and Enforcement Department
Eneli Nõmm is a legal expert with extensive experience in the public sector. For the past three years she has led the Legal and Enforcement Department of the Estonian Financial Intelligence Unit. Eneli has represented the institution in complex court proceedings and has participated in the drafting of legislations in the field. Previously, she worked at the Ministry of Finance resolving legislative issues related to state aid and the Police and Border Guard Board as a lawyer and legal services team lead.
Eneli is inspired by the pursuit of solutions to complex legal challenges and committed to turning obstacles into opportunities. Her expertise lies in navigating intricate legal frameworks with clarity and precision, while always maintaining a practical, solution-oriented mindset.
Kane Baguley, British Government’s Illicit Finance Lead
Kane Baguley serves as the British Government’s Illicit Finance Lead, overseeing work in the Baltics, Moldova, Ukraine, and Cyprus. A Financial Action Task Force (FATF) assessor and certified Anti-Money Laundering Specialist (CAMS), Kane operates at the intersection of policy and practice. His work centres on the nexus of national security and illicit finance, with a focus on economic warfare as a tool of statecraft.
Anna Leena Neering, Advisor at the Criminal Policy Department of the Ministry of Justice and Digital Affairs
Anna Leena is an advisor at the Criminal Policy Department of the Ministry of Justice and Digital Affairs, being responsible for improving the regulation of the identification, seizure, and confiscation of criminal assets. Previously, she has gained experience in both the private and public sectors, having worked in the economic criminal law team at the law firm Ellex Raidla and for more than four years as an advisor to the Criminal Chamber of the Supreme Court of Estonia.
Dennis Butcher, Detective, City of London Police, United Kingdom
Dennis is an experienced detective specialising in the proactive targeting of organised crime groups involved in drugs and fraud. Drawing on his experience as a front-line investigator first and financial investigator second, he combines conventional methods with POCA powers to maximise disruption and impact. Since 2009 he has led complex operations using both criminal and civil approaches, including cash seizure, account forfeiture and has effectively applied UK case law R v Anwoir to pursue stand-alone money-laundering cases where predicate offences cannot be proven.
Yehuda Shaffer, AML/CTF expert consultant (moderator of the training sessions at EFIUC)
Yehuda Shaffer is the former Head of Israel FIU, and former Deputy State Prosecutor.
He is an skilled attorney and manager with a demonstrated experience in both training and applying AML/CFT FATF standards, and in their mutual evaluations. Yehuda is consulting financial institutions, lawyers, trustees, and other intermediators on risk assessment and management, focusing on fintech and regtech, as well as assisting governments with national risk assessments, and ways of enhancing effectiveness of FIUs, investigation and prosecution of ML/TF and confiscation.
He is skilled in litigation, public speaking, negotiation, policy and legal analysis. Yehuda has graduated from Harvard and the Hebrew University.
