The FIU Published an English Translation of the Guidelines for the Application of Financial Sanctions

14.10.2026 | 13:22

The Guidelines for the Application of Financial Sanctions are intended for all natural and legal persons. In Estonia, entities subject to specific obligations are designated by the International Sanctions Act.
The guidelines were originally published in Estonian on 3 June 2025. They were developed primarily in response to amendments to the International Sanctions Act, as well as recommendations issued by the international expert committee MONEYVAL and the continuing relevance of the topic.

The restrictive measures imposed by the United Nations Security Council and the Council of the European Union are binding in Estonia. Submit an ISR report to the FIU if you know or suspect that a transaction violates an international sanction or involves a person or entity subject to an international financial sanction, that is, a person or entity listed on a sanctions list binding to Estonia.
