The Estonian Financial Intelligence Unit (FIU) will host the “Estonian Financial Intelligence Unit Conference 2025” from 3–5 November 2025. The event will feature experts in anti-money laundering (AML) and countering the financing of terrorism (CFT), as well as heads of FIUs and professionals from related fields.

The conference will address several key topics, including the effectiveness of AML and CFT efforts, confiscation of criminal assets without conviction, and the collection of financial intelligence. A panel discussion will focus on money laundering fueled by proceeds from widespread fraud, and various international case studies will be presented to illustrate criminal behavioral patterns.

Among the international speakers are Nicola Muccioli, Chairperson of the Council of Europe expert committee MONEYVAL, the heads of the Dutch, Finnish, and Latvian FIUs, representatives from Europol and several other institutions and organizations. Domestic speakers include Prosecutor General Astrid Asi, Director General of the Police and Border Guard Board Egert Belitšev, Head of the Estonian FIU Matis Mäeker, and representatives from institutions and private companies. The conference will be opened by the Minister of Finance Jürgen Ligi.

The programme of 3 November will focus on the public sector, while 4 November will highlight private-sector topics. Training sessions for invited professionals from both sectors will be held throughout all three days. The conference will be moderated by Michael Stellini, and the trainings will be led by Yehuda Shaffer, both internationally recognized experts and consultants in AML and CFT.

All interested parties can follow the live broadcast of the two main conference days on the FIU’s LinkedIn page (in English) and Facebook page (partly in Estonian). Attendance in person at the Radisson Collection Hotel in Tallinn is by invitation only.

The purpose of the event is to enhance Estonia’s competence in preventing money laundering and terrorist financing, as it is the Estonian FIU’s legal obligation to provide training in these fields.
