The objective of the project is to support the implementation of the Estonian Information Security Standard (E-ITS). To this end, consultancy services and audits will be procured to ensure compliance with the standard and its effective implementation.
Funding has been granted for:
- Preparatory assessment, under which consultancy services necessary for the implementation of E-ITS at the Financial Intelligence Unit will be procured. The consultancy must include training and support the implementation of E-ITS across the organisation's processes. The FIU's business processes will be reviewed, and recommendations together with an implementation plan will be prepared for improving the information security management system.
- Auditing services, whereby auditing services in accordance with E-ITS requirements will be procured for the Financial Intelligence Unit for one three-year auditing cycle.

The total amount of funding for 2024 and 2025 is 85 400 €.

The objective of the development project is to create a web portal that consolidates the submission of reports and notifications by obliged entities, as well as the provision of feedback on those submissions.
The new portal will provide obliged entities with a secure, efficient and user-friendly online environment for submitting information and receiving direct feedback. The implementation of the portal will improve usability, help increase the quality of reports indicating money laundering and terrorist financing, and thereby improve the overall effectiveness of the sector.
The project is funded under the European Union Internal Security Fund (ISF) measure “Enhancing and Facilitating Information Exchange”. The project receives 200 000 € in funding, with the beneficiary's co-financing contribution amounting to 25%.
The project's eligibility period ends on 31 December 2025.

According to international recommendations, one of the key components of anti-money laundering efforts is the Strategic Analysis Function (SAF).
Component 3, “Digital State”, of Estonia’s Recovery and Resilience Plan approved by the European Commission includes the reform “Bringing Anti-Money Laundering and Counter-Terrorist Financing Strategic Analysis to a New Level in Estonia.”
The component also includes an investment in the development of a strategic analysis system aimed at enabling faster detection of money laundering trends and providing additional information to support risk mitigation.
As part of the project, anti-money laundering legislation was enhanced, and a strategic analysis system was developed. The system consists of a data warehouse and an analyst environment, including data marts and management reporting tools.
A total of 809 559 € was spent on the project during the period 2022–2026.

In cooperation between the European Commission Directorate-General for Structural Reform Support (DG REFORM) and the Economic Crime and Cooperation Division (ECCD) of the Council of Europe, Estonia received advisory support regarding the organisation of anti-money laundering activities, with a primary focus on developing the strategic analysis function.
Depending on the subject matter, the Ministry of Finance, the Financial Intelligence Unit, the Ministry of Justice, and the Ministry of the Interior together with their subordinate agencies were involved in the project.
The project was carried out during 2021–2023.
The project budget amounted to 388 889 €.

Over the coming years, strengthening case analysis and strategic analysis capabilities will be among the Financial Intelligence Unit's key priorities. The objective of this project, funded by the European Union Structural Funds, was to conduct a feasibility study in order to identify the optimal approaches for transforming the Financial Intelligence Unit's information system (RABIS) into a smarter analytical tool for analysts. The issues addressed included the creation of an optimal data warehouse, the automation of data collection, and the development of new and user-friendly tools for analysts. The feasibility study was carried out from 10 February to 9 July 2021. Based on its results, the next stages of the information system's development will be planned.
The total cost of the project supported by the European Union was 45 000 €.
